If our request for rights (Annie) is listed as restricted, does that mean we cannot have the rights, or we just have to wait longer? Can we change the date of our performances to a better time?

It means that the rights you are requesting are not available for the place and time that you're requesting them. In many cases it's because there may be a tour going through or other temporary restriction. You're welcome to apply again with different dates, or call your representative at MTI to get a better sense of whether the rights might be available for you. It's all done on a case-by-case basis, so it's difficult to give a general answer.
